Absolutely!  Toddlers three and under are not quite developed enough to push themselves out of the toilet if they fall in head-first.  At that age they are quite top heavy and don't have enough upper body strength to get themselves out.  Aside from the safety aspect, think of the costly plumbing required to unclog a toy or some other object getting flushed.
Please don't.  Pressure gates are fine at the bottom of stairs or as room dividers but at the top of the stairs- NO!  If a toddler were to try and climb the pressure gate it could topple over, along with the toddler, down the stairs.  Wall mounted gates are the recommended remedy in this instance.  They provide the added security of being "hard-mounted" and usually have a safety detent which prevents the gate from swinging over the stairs.
It's true they both prevent objects from being stuck into the outlet and the plugs are a lot cheaper, but as I often see, outlet plugs are not put back into the outlets after usage.  This now poses two potential problems, an exposed outlet and a possible choking hazard.  Toddlers have been known to choke on outlet plugs that are left unattended or not in use.  Safety plates; however, remain safely in place on a permanent basis and automatically snap shut when a plug is removed.
